Every year, the U.S. Department of Housing and Urban Development (HUD) makes available federal resources for homeless programming to communities around the US through its Continuum of Care (CoC) Program and its annual CoC Competition. Continuums access these funds by completing consolidated applications on behalf of the federally funded homeless programs in their CoC.
The CoC Program is designed to:
promote community-wide commitment to the goal of ending homelessness
Allocate certain restricted funding for efforts by nonprofit providers and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness
promote access to and effect utilization of mainstream programs by homeless individuals and families, and optimize self-sufficiency among individuals and families experiencing homelessness.
Each year for the last two decades, HUD has annually allowed the San Joaquin Continuum of Care (SJCoC) to apply for funds to address the needs of people experiencing homelessness in our region. The amount awarded is not guaranteed. Last year the SJCoC received funding in the amount of $8,585,115. These funds are restricted for permanent supportive housing and rapid re-housing projects and cannot be used for emergency shelters or similar projects. All existing projects funded directly through the SJCoC must apply for renewal each year. San Joaquin County, in its role as the designated Collaborative Applicant of the SJCoC, is responsible for responding to the annual CoC Program Competition NOFO, including collecting and submitting the required CoC Application information for all projects the CoC has selected for funding and applying for CoC planning funds on behalf of the CoC.
In FY 2024, per the requirements set by HUD and 24 CFR part 578, the SJCoC Board of Directors and San Joaquin County, in its role as the Collaborative Applicant, engaged in a coordinated, inclusive, and outcome-oriented community process for the solicitation, objective review, ranking, and selection of FY2024 CoC project applications.

November 13, 2025 – HUD released the FY 2025 CoC Program Competition Notice of Funding Opportunity. November 17, 2025 – The SJCoC invited eligible organizations operating within San Joaquin County to submit a Letter of Intent to Apply for the FY 2025 CoC Program Competition, with a submission deadline of 4pm on November 21, 2025. November 19, 2025 – Local timeline, posted to SJCoC website. Please see below for copies of the timeline. November 21, 2025 – Letter of Intent to apply for the FY 2025 CoC Program Competition Due. November 24, 2025 – Link for mandatory new project applicant orientation meeting to be sent out. November 25, 2025 – Mandatory new project Applicant Orientation Meeting. December 2, 2025 – Special CoC Meeting to approve Reallocation Policy, Ranking Policy, and FY 2025 Program Competition Ranking Tool. December 12, 2025 – Local submission deadline for new and renewal project application submissions. December 13, 2025 – HUD deadline for submission of new and renewal project applications. December 19, 2025 – Application Committee review and rank decisions due. December 29, 2025 – Notification to all applicants of rank decisions. January 2, 2026 – Consolidated application and priority listing published. January 5, 2026 – Project applicants edits and revisions completed. January 8, 2026 – CoC Meeting to approve consolidated application and priority listing. January 13, 2026 – Consolidated application submitted to HUD. January 14, 2026 – HUD Deadline of CoC consolidated application.
