Every year, the U.S. Department of Housing and Urban Development (HUD) makes available federal resources for homeless programming to communities around the US through its Continuum of Care (CoC) Program and its annual CoC Competition. Continuums access these funds by completing consolidated applications on behalf of the federally funded homeless programs in their CoC.
Each year for the last two decades, HUD has annually allowed the San Joaquin Continuum of Care (SJCoC) to apply for funds to address the needs of people experiencing homelessness in our region. The amount awarded is not guaranteed. Last year the SJCoC received funding in the amount of $6,561,775. These funds are restricted for permanent supportive housing and rapid re-housing projects and cannot be used for emergency shelters or similar projects. All existing projects funded directly through the SJCoC must apply for renewal each year. San Joaquin County, in its role as the designated Collaborative Applicant of the SJCoC, is responsible for responding to the annual CoC Program Competition NOFA, including collecting and submitting the required CoC Application information for all projects the CoC has selected for funding and applying for CoC planning funds on behalf of the CoC.
In FY 2023, per the requirements set by HUD and 24 CFR part 578, the SJCoC Board of Directors and San Joaquin County, in its role as the Collaborative Applicant, engaged in a coordinated, inclusive, and outcome-oriented community process for the solicitation, objective review, ranking, and selection of FY2023 CoC project applications.

April 19, 2023 – The SJCoC invited eligible organizations operating within San Joaquin County to submit a Letter of Intent to Apply for the FY 2023 CoC Program Competition, with a submission deadline of 4pm on May 12.
June 7, 2023 – The System Performance and Evaluation Committee conducted their annual review of the Ranking and Scoring Criteria and approved the updated Rank Tools for the FY 2023 Competition.
July 5, 2023 – HUD released the FY 2023 CoC Program Competition Notice of Funding Opportunity; applicants submitting a Letter of Intent informed of NOFO. Per the local timeline adopted by the SJCoC for the FY 2023 CoC Program Competition NOFO, the application submission deadline for the local competition for CoC Program funding is August 25, 2023.
July 7, 2023 – Local timeline, rank policy, and rank tool posted to SJCoC website. Please see below for copies of the timeline, policy, and tools.
August 25, 2023 – Local submission deadline for new and renewal project application submissions.
August 31, 2023 – Application Committee review and rank decisions completed.
September 8, 2023 – General Membership authorizes submission of Consolidated Application and Priority Listings.
September 22, 2023 – Consolidated Application and Priority Listing published to SJCoC website; public notified of postin
