CoC Program Competition
Every year, the U.S. Department of Housing and Urban Development (HUD) makes available federal resources for homeless programming to communities around the US through its Continuum of Care (CoC) Program and its annual CoC Competition. Continuums access these funds by completing consolidated applications on behalf of the federally funded homeless programs in their CoC.
The CoC Program is designed to promote community wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
Each year for the last two decades, HUD has annually allowed the San Joaquin Continuum of Care (SJCoC) to apply for funds to address the needs of people experiencing homelessness in our region. The amount awarded is not guaranteed. Last year the SJCoC received funding in the amount of $4,352,004. These funds are restricted for permanent supportive housing and rapid re-housing projects and cannot be used for emergency shelters or similar projects. All existing projects funded directly through the SJCoC must apply for a renewal each year. San Joaquin County, in its role as the designated Collaborative Applicant of the SJCoC, is responsible for responding to the annual CoC Program Competition NOFA, including collecting and submitting the required CoC Application information for all projects the CoC has selected for funding, and applying for CoC planning funds on behalf of the CoC.
In FY 2019, per the requirements set by HUD and 24 CFR part 578 the SJCoC Board of Directors and San Joaquin County, in its role as the Collaborative Applicant, engaged in a coordinated, inclusive, and outcome-oriented community process for the solicitation, objective review, ranking, and selection of FY2019 CoC project applications.
April 26, 2019 – The SJCoC invited eligible organizations operating within San Joaquin County to submit a Letter of Intent to Apply for the FY 2019 CoC Program Competition, with a submission deadline of May 17 at 4 pm.
July 3, 2019 – HUD released the CoC Program Competition NOFA.
The Local Competition Deadline for submission of renewal and new project applications is August 30, 2019.
The CoC received 13 renewal and new projects by the deadline.
September 6, 2019 – The Ad Hoc Application Review Committee met.
September 12, 2019 – The Review Committee submitted their rank decisions to the Collaborative Applicant.
